Submit Your IEEE Conference Publication

An Easier Way to Submit Papers

IEEE is introducing a new web-based Conference Content Intake (CCI) platform, powered by Appian, to simplify the submission of conference publications.

  1. Access and Upload
  2. Capture File Metadata
  3. Save and Submit
  4. Video and PDF Guide

Who Can Submit?

  • Submitters must have an authorized conference role indicated on the approved sponsorship application: General Chair, Publication Chair, or Technical Program Chair.
  • If someone not listed in the original conference application needs submission access, the Conference Chair must notify IEEE CEE. Please email events@ieee.org with the person’s name and email address to request submission access.

Access and Upload

If you already have the final conference content submission with the Packing List created, proceed with your submission here.

Select Conference

Select your conference and review details for accuracy.

Upload files

Drag and drop or click “upload” to add your PDFs. Validate for duplicates.

Capture File Metadata

Titles and authors will be extracted directly from your PDFs, with support for assigning eCF IDs and updating completion statuses.
Click Refresh after 30 seconds to view the results.

Upload any supplemental files, review the extracted details, and flag presented or out-of-scope papers using “Capture File Metadata.”

You can adjust the sequence order, content type, non-presented or out-of-scope papers, eCF Paper IDs, and supplemental material matching. Once everything looks good, click “Next.”

You may need to adjust some extracted document titles and authors if the AI system that pulls authors is not listed on the paper, or the AI can’t read it. Titles are required, but authors are optional for “front matter.” For supplemental (multimedia) files, include the required platform and a brief description of each file. Then you may click “Next.”

Save and Submit

Please keep in mind that the submitter must review the submission before submitting.

If you’ve included any copies of media distributed at your event (CD, DVD, USB), you’ll be able to provide us with details at this point. Click “Save & Close”

Review your Key Performance Indicators (KPIs) and select “Submit All Proceedings.”

Add the final peer review details and click “Submit.” When completing the “Peer Review Details” fields, please provide the exact number of papers that were submitted, reviewed, and rejected during the pre-conference selection period. You will be unable to add additional proceedings at this time, and the IEEE team will begin its review.

What Happens Next?

If you’ve forgotten any PDFs or supplements, or if you’d like to adjust any metadata, you can request reopening the conference. The progress of your conference publication will be shown in the left-side milestones. Once your publication has reached the milestone “Proceedings Submitted,” you should get a notification within the next 30 days indicating that your proceedings are available online!
